Identify who successfully markets to the target group your are trying to sell to. You can learn techniques to emulate and you might be able to connect with the successful marketing business in some type of partnership. For example, a company that provides credit card processing services for small businesses might take a look at successful web hosting providers who are successful at saturating the comparable small business market. How do they generate prospects? How do they sell prospects? Maybe the web provider would be willing to partner in some way.
